71 front wheel missing cover?

Am I missing a dust cover for the front wheel on the left side?
See photos.

I think I am missing #40 Does anyone have photos?
I took it apart couple of months ago to replace the tire and am now putting it back together. I dont remember seeing this piece.

Thanks LAB, looks like it is missing. Hope the forks are not tweaked. Do I need to align anything to make this right?
 
To install the front wheel the procedure is to tighten the nut first. This pulls the shoulder of the axle up against the dust cover, the left bearing inner race, the compression tube in the middle of the hub, the right bearing inner race, and the backing plate against the right slider. Then the left slider is tightened up onto the axle. If the dust cover is missing, the shoulder of the axle would shift to the right by the thickness of the dust cover. This would not torque or tweak the forks.

So this #40 on the print. I now have it. Does it spin against the wheel, with the wheel?
Is it locked in place and the bearing spins against it? It looks to me like when it is tightened up, the wheel will spin against it and mar the aluminum on the wheel.
How does this spin freely?
 
The part has a small raised boss on the wheel side ( you see it in the illustration). The axle pushes the cover against a spacer that loads up on the inner race of the bearing. The wheel rotates on the outer bearing races, the cover remains stationary. Dead obvious when you have it in your hand.
