1975 Norton Commando Rebuild rear frame and fender

This is my first post as a new member. I am in the process of rebuilding my '75 Commando Interstate after 16 years in the shed. After getting fairly far along I am in the process of installing ancillary frame parts. When my frame parts came back from powder coating there was a large heavy washer with them. It measures 2" on the outside and the hole is 13/16" diameter. It's very close to 1/8" thick and is now powder coated. Darned if I know where the thing goes but I seem to remember it being some sort of spacer for the rear fender. Unfortunately most of the way through the rebuild I made a move to a new house due to divorce (from spending so much time with Norton?) and my remaining parts are not as organized as they could be. Fortunately the engine, primary, gearbox, wheels, forks, etc were already rebuilt and on. If anyone can help about this disc I'd be much obliged.
 
Pictures help, there is a section on how to post under the technical section. After that it will be a matter of dseconds before you have your answer. Many of us know every piece by sight.
 
Don't see it as being anything for the rear fender. Sounds like something for the iso's.

My Mk3 has a large diameter thick washer between the 062169 "Rear mudguard support bracket" [11] and the mudguard/fender but it isn't as large as 2" diameter, however there's no washer shown in that position on the Mk3 parts diagram.

my guess is the powder coater used that washer, with some sort of a bung to cover the steering head bearing holes

That's where I thought I remembered it coming from but it threw me that it wasn't in the diagrams. As for the two inches it could be they used more than one diameter through the production run. Thanks for the quick response guys!
