If this was a bare frame ground up restoration that you could hit the starter and then hit 100 mph safely I could understand his asking price as a start point for negotiations. Maybe he equates the "as is" or stated original condition to be the equivalent value of a high end restoration?
He's got great feedback and has been in the Fleabay game for 20+ years.
