Rear Master Cylinder Rebuild

I have a 75 850 MK3 and I am trying to rebuild the rear master cylinder. I ran into a small problem, I cannot get the set screw that holds the cylinder to the body loose. It uses a 3/32 allen wrench and even after 24 hours with penetrating fluid it will not budge.

Any thoughts?
