It is a special brake the French came up with in the 70 -ties.
It's hydraulically operated .
The 2 sides of the hub are the slave cylinders .
works like a disk brake .
I have seen it only once or twice , long ago .
can't remember the name ..

I was going to make a wild guess that it was a hydraulic brake of some sort...

Seems like it would be hard to disapate heat. Maybe that's why there aren't more of them around?
