I think you will find it's normal for the rear wheel to be the one on the ground, as all OIF Triumphs are like that, including my '78 T140V.
The idea being that the front wheel can be removed without a jack or blocks needing to be placed under the engine.
The rear wheel can also be removed without blocks, as the bike will rock over and rest on the front wheel once the weight of the rear wheel has been removed,
just remember not remove the rear wheel if the front wheel is already out.
Many BMW airhead twins also have the same stand arrangement.

It probably is the correct stand, however the early OIF main stands were slightly longer than the later ones, apparently.
