No, they are two* completely different discs.
The most obvious difference is that the Norton discs are 10.7 inches diameter, and the Triumph discs are either 254mm (10 inches) or 250mm.

*(There are certain variations of 'Triumph' disc used on the various Triumph models, however none are the same as the Norton disc.)
