I'm pretty sure that your swinging arm is from a pre-featherbed International. That frame used an asymmetrical arrangement for the pivot tube, and the International and Manx used the flattened and slotted tube for wheel axle mounting and adjustment. The roadster models used a much heavier cast lug arrangement for wheel mounting.
You can use it in any of the pre-featherbed (single down tube) s/a frames, and you should be aware that your swinging arm is quite rare and hence more valuable than a standard model, it may also have had a racing history.
