Lately, I did seal the little vent hole in the Monza cap and now there is no more spilling of fuel anymore even if tank is filled up to the top: 17 litres +

Isn't the vent needed in order to allow fuel to egress the tank?

Isn't the vent needed in order to allow fuel to egress the tank?

There is a tube for ventilation inside the tank...

Then what was the hole in the cap for?

The Monza cap is not from Norton, other bikes/tanks might need the hole...
