Iron Zinc Strontium phosphate- stumbled on this today and will use in frame oil tank. $17 / gallon at builder supply. More to read in URL below.

Chemprime reacts with rust or steel to form a chemically inert ceramic-like strontium phosphate film that becomes part of the surface. When primed or coated with conventional coatings, adhesion to the surface is increased because the zinc strontium phosphate film is cellular and actually permits a locking effect at the paint interface rather than ordinary adhesion.
