Is it possible to replace the cam plate without removing the inner trans cover?

I haven't pulled my transmission yet, but I've studied it plenty and I'd bet that the answer to your question is a resounding "NO" The BSA gearbox is very cassette in nature, that is, that it can be built and with the exception of the sleeve gear, pushed into place just by removing the clutch hub and the fasteners that retain the right side plate that support the layshaft and mainshaft. Not as much fun as doing a Norton gearbox, but much, much, easier that re-fitting the shafts and gears into a Triumph 5 speed Quaife.
Again: It might be possible to remove the cam plate if there is sufficient "play" in the transmissions outer cover, you would have to disengage it from both shifting forks, which would slide down their respective gears and not be re-capture able upon reassembly and might hinder removing the cassette.
